That is correct. I believe it is only FFL/Class III/SOT dealers (may be some other "classes" that apply as well) that the ATF has the right to make inspections at any time or something like that. It does not apply to individuals with Class III weapons, just manufacturers/dealers as far as I'm aware.

I have never had ATF inspect any of my toys and have not heard any horror stories from friends. Anyone I have ever dealt with from ATF during a transfer has always been incredibly nice and helpful.
