Default My attempt to explain Texas Constitional Amendments 4 Nov. 3rd Ballot

SOS web site has text that is on the ballot
Ballot Language and Order for the November 3rd, 2009 Constitutional Amendment Election

Texas Senator Dan Patrick (R) has a breakdown of each Prop.
Senator Dan Patrick | In The News

Analysis - page 11 through 13 for prop 2
http://www.tlc.state.tx.us/pubsconam...analyses09.pdf

Prop 2 confuses everyone
Here is the Texas Constitution on property taxes
THE TEXAS CONSTITUTION** ARTICLE 8. TAXATION AND REVENUE

Here is the proposed change
81(R) HJR 36 - Enrolled version - Bill Text

{PROPOSED CHANGE}
Section 1, Article VIII, Texas Constitution,
is amended by adding Subsection (j) to read as follows:

(j) The Legislature by general law may provide for the
taxation of real property that is the residence homestead of the
property owner solely on the basis of the property's value as a
residence homestead, regardless of whether the residential use of
the property by the owner is considered to be the highest and best
use of the property.

Section 1, Article VIII, Texas Constitution reads Sec. 1-e. ABOLITION OF AD VALOREM PROPERTY TAXES.
No State ad valorem taxes shall be levied
upon any property within this State.

The adding of subsection (j) is part of Article VIII Section 1
Thus we would get
Section 1 Article VIII Sec. 1 (j)
Section 1 Article VIII Sec. 1-e "ABOLITION OF AD VALOREM PROPERTY TAXES" (above)

Still no State level property taxes 1-e comes after 1 (j)

Ok, now I have a migraine...

Good Grief!!!

I vote in every election because that is what I say to my congressman and senators every time I write them.

But this??? I STILL don't know how to vote on this stuff. Why can't they write these bills in English?

I have a college degree but I'm not a rocket scientist.

I know the feeling, The one advantage I have is my father was attorney.

The main thing to remember, as I was taught, law is liner, if you get permission on line 5 and its removed on line 6,000 then you don't have permission and the reverse is true

You just helped me make up my mind.

I am going to vote NO on every one of them. Of course they will still pass.

Next time, perhaps they will make them clearer.

The devil you know vs the devil you don't

Dan Patrick is for the amendments. He's a pretty stand up guy and one of the few politicians I'll $upport.
