I don't have a clue, I know sale is usually very restricted from places that I've seen that had them, usually to LEA only

Not legal under Texas law. It is a chemical dispensing device. Depending on how it detinates [sic] it could be an explosive device. Depending on its use, a hoax bomb comes to mind.
