    I am a 19 year old female and have been researching court cases and legislation over the 2nd amendment for the past few days and have only grown more frustrated with everything. I have been shooting guns for years and now that I am about to be on my own I would like to have the liberty of defending myself if needed, but I don't. If 18-20 year olds are allowed to posses a pistol in Texas, why are they not able to obtain a license to responsibly carry it? What constitutional evidence is there to support the infringement of bearing arms for law abiding citizens of that age group? I know the NRA challenged the restriction on the purchase of handguns for adults 18-20 in Jennings v. Bureau of Alcohol, Tobacco, Firearms and Explosives, and the judge decided in favor of the federal government. In a later case Jennings v. McCraw, they challenged the ban on permits for adults under 21 and still didn't succeed. I want to know the evidence behind the ruling that bans 18-20 year olds from obtaining a license and how that doesn't violate the rights given by the 2nd amendment.

    Probably the same ruling for the drinking age being 21.

    Many gun laws (and others) don't make any sense but are just modifications of previous laws. They do not even resemble the original intent of what was trying to be accomplished.

    Beyond that I can't justify where some laws are now.

    Thats the way the law is written. It would have to be changed by the legislature. I agree it doesnt make a lot of sense.

    Right now, the only way you can get your LTC between 18 and 21 is to be Active or honorably discharged from the military. This also includes the reserves.

    Oddly enough, you would be able to posses the handgun, carry it with a LTC, but you would still not be able to purchase it from an ffl or buy ammo for it (federal law).

    (g) Notwithstanding Subsection (a)(2), a person who is at least 18 years of
    age but not yet 21 years of age is eligible for a license to carry a handgun if the
    person:
    (1) is a member or veteran of the United States armed forces, including a
    member or veteran of the reserves or national guard;
    (2) was discharged under honorable conditions, if discharged from the United
    States armed forces, reserves, or national guard; and
    (3) meets the other eligibility requirements of Subsection (a) except for the
    minimum age required by federal law to purchase a handgun.

    Yup. You are not old enough to manage a pistol or alchohol, but you can drive and join the military and die for your country.

    First step is to get a member of congress at the federal level on board to lower the age to purchase handgun and handgun ammo. Maybe with Trump as president it could actually get some traction. It would then be likely that we could drag TX along to the same conclusion for LTC. Constitutional Carry is the ultimate goal.

    haha That's what I'm saying, when we depend on 18 year olds to defend the country, shouldn't we take into consideration the ability of someone who fits all the criteria (except age of 21) and passes the required test for a license? I mean if there are actual statistics that show banning the ability to obtain a license to carry for that age group decreases crime or deaths then I might understand a little better.

    About all you can do is write congress and senate reps. or get a statewide petition started, but it will still be an uphill battle.

    By the way, I agree with you as I'm sure most here do also. And as far as statistics, good luck with that, many that make statistics that are shown nationwide stack in favor of gun control.

    Just an idea, but did the Texas Legislature make the minimum age 21 to go along with most other states for reciprocy?

    Either that or, as mentioned, federal regs or maybe both.

    Letters to your congressmen/senators at the federal level would be the first step towards getting the federal regs changed which is an extremely long shot even under the upcoming administration.

    For reciprocy, keep the license age at 21.
    For Constitutional Carrry within the state, legal age of ownership(18).

    Either go get sworn in as a peace officer or enlist in the reserve/AD components of the Armed Forces are your lawful choices.

    LOTS of 18-21YO are Deputy Constables/Sheriffs or city cops in TX

    Fwiw, I was sworn in as a Deputy Constable 4 days after my 18th BD, over 50 years ago & spent almost all of my time finding/returning lost, strayed or stolen livestock.
    (I got good enough at finding/returning stock that I got promoted to be the county's "stock detective".)

    I am mom to three sons, oldest is 17. I would be very interested in any research you end up finding out about, and if you need any help with advocacy, I would write a letter too, so maybe we can coordinate.

    I would like for my sons as they each turn 18 to be able to carry and protect themselves. Please keep me posted on your progress and let me know how I can help with any efforts you come up with.

    All weapons laws are an infringement on our rights in one way or another. You'll be 21 soon. In the meantime, leave the handgun in your vehicle and carry OC spray and a kuboton. Or get a short barrel shotgun.

    The law has changed. Per 1701.309 of the Texas Occupations Code, 21 is the minimum age unless the person 60 hours of college or served two years in the military with an honorable discharge.

    The state of Maine issues permits to those 18 years of age or older. I know people in other states who use Maine permits in their own state. Unfortunately as far as I know Texas does not honor Maine permits. Assuming that's still the case it wouldn't be hard to change. Sadly that is up to our politicians, I'm not sure if there are other states where the age is 18, and if there are if Texas honors them. Maine just passed constitutional carry as well hopefully Texas will pass it and lower the age.

    Money. Get other people involved. Start an advocacy campaign. Writing representatives does nothing; you need to get face time with them. If it's in a public-ish space, get the interaction on video.

    Yep, that's why stuff like this doesn't change. It would be nice to change it for our children and grandchildren, tho.

    You can carry in your car concealed now. You can purchase a handgun private sale and ammo as well though private sale.

    I think driving age is about old enough for some teens to be trusted with firearms.

    That sounds great! I am currently attending college so I plan on doing much more research and taking action as soon as winter break begins. My Government professor has worked in many different sectors of law and government so she is doing research of her own to see what all I can do. I would love the support and to get the word out about this because I feel that many people simply don't think about it. Being a female with a particularly petite build, it matters that I have the security of carrying a handgun, and anyone this age shouldn't be denied that right.
