My first thought was no, but if you think about it, it's possible. You'd just need to have it behind something like a 4 wheeler that could get some speed, but then at speed, who knows how well it works.
If you get a locking or LS differential, and a 4.3 gear ratio with 35" tires, and my math is correct, that would give you about 425 rpm's at 10 mph, or 255 at 6 mph. Which should give you a tip speed of around 75 mph or 45 mph respectively.
Edit: Of course needs some sort of rock/brush guard on it or the mow would be somewhere between miserable and fatal depending on what you hit.
