    This is just harassment.

    We were so close to a major advance then happened Las Vegas.

    $200 was quite a sum of money 90 years ago when enacted.
    $200 now is just clubhouse dues.

    $500 for a full auto is annoying though a pittance.
    $500 for a $350 22lr can or a $700 pistol can is harassment pure and simple. A poke in the eye!!!


    Hoping here it'll all just die on the vine.

    NFA34 and GCA68 are blatantly unconstitutional in that their sole purpose is to INFRINGE upon our natural born rights as free men to bear arms which the Founding Fathers considered so important that they reaffirmed it in the 2nd Amendment.

    Watch them propose a bill requiring use of suppressors within x miles of a residential area next, with stipulations that the rangeowner could not transfer posession of suppressors to more the one person at a time to limit the amount of persons that could shoot at a time, driving mass amounts of shooters to pay the new tax to get a can, thus creating a more complete list of persons who own and regularly shoot firearms. /endconspiracy

    This proposed bill seems to do A LOT more than just raise the NFA tax to $500...and it would auto-adjust there-forward.

    Automatic increase each year:

    ``(d) Adjustment for Inflation.--In the case of any taxable year
    beginning in a calendar year after 2019, each dollar amount in
    subsection (a) shall be increased by an amount equal to--
    ``(1) such dollar amount, multiplied by
    ``(2) the cost-of-living adjustment determined under
    section 1(f)(3) for the calendar year in which the taxable year
    begins, determined by substituting `calendar year 2018' for
    `calendar year 2016' in subparagraph (A)(ii) thereof.
    If any increase under paragraph (1) is not a multiple of $5, such
    increase shall be rounded to the next lowest multiple of $5.''.


    New 20% sales tax on any firearms and 50% sales tax on ammo:

    ``There is hereby imposed upon the sale by the manufacturer,
    producer, or importer of the following articles a tax equivalent to the
    specified percent of the price for which so sold:
    ``(1) Articles taxable at 20 percent:
    ``(A) Pistols.
    ``(B) Revolvers.
    ``(C) Firearms (other than pistols and revolvers).
    ``(D) Any lower frame or receiver for a firearm,
    whether for a semiautomatic pistol, rifle, or shotgun
    that is designed to accommodate interchangeable upper
    receivers.
    ``(2) Articles taxable at 50 percent: Shells and
    cartridges.''.
    (b) Exemption for United States.--Subsection (b) of section 4182 of
    the Internal Revenue Code of 1986 is amended to read as follows:
    ``(b) Sales to United States.--No firearms, pistols, revolvers,
    lower frame or receiver for a firearm, shells, and cartridges purchased
    with funds appropriated for any department, agency, or instrumentality
    of the United States shall be subject to any tax imposed on the sale or
    transfer of such articles.''.

    Finally, the last part seems to modify the definition of semiautomatic pistols, if chambered for rounds commonly used for rifles:

    (c) Certain Semiautomatic Pistols Chambered for Cartridges Treated
    as Firearms.--The first sentence of section 5845(a) of the Internal
    Revenue Code of 1986 is amended--
    (1) by striking ``and'' before ``(8)'';
    (2) by striking ``device.'' and inserting ``device, and'';
    and
    (3) by adding at the end the following: ``(9) a
    semiautomatic pistol chambered for cartridges commonly
    considered rifle rounds, configured with receivers commonly
    associated with rifles and capable of accepting detachable
    magazines.''.



    I would actually be okay with raising the taxes a bit ($200 was worth a lot more in 1986 - not to mention value in 1934), BUT... ONLY if they also re-opened the NFA to post-86 items...

    And I am NEVER for increasing taxes. The government needs to learn to be more efficient and not just pass along its inefficiency to us expecting we'll continue to pay for it.

    While I wholeheartedly agree, there's what "should happen" and what "could happen"... and right now (and probably for at least the foreseeable decade or two), FOPA ain't getting repealed, so... while we can continue to be idealistic, it can't hurt to propose amendments to new bills to try to lean them the right way.

    I also have very serious doubts that NFA will ever be open to new post-86 items in my lifetime, but at least pushing back on bills like this one, with opening the books to new registrations for Class III items tells the other side where we are at...and perhaps slows their roll a bit.

    AFAIK, no one on our side wants to repeal FOPA. There are just a few parts that are intolerable. It needs a technical corrections bill. So does the NFA but that's a whole 'nother kettle of fish.

    I've never understood why the folks who purport to represent our interests don't make a big Veteran's Day deal out of the bills, introduced into every Congress, to allow another amnesty. The 1968 amnesty came and went quickly. To this day, there are WWII and Korea vets with bring-backs hidden in the attic because they didn't get them registered. It would seem to be an easy political sell to legitimize those guys by having another amnesty just like the one in 1968.

    Emphasized words are critical, btw. Failure to replicate the process in every way could be a disaster but that discussion is going a bit far afield.

    Yes, they do VERY much. That’s why there is so much work obfuscation and word play involved in these bills. The same people who thought treating black folks worse than cattle came up with Jim Crowe laws, the KKK and who fought tooth and bail against civil rights reforms are now targeting another group. Yeah, of course they are thinking about what they want.

    Section 4181 of the Internal Revenue Code of 1986 is amended to read as follows:

    “SEC. 4181. IMPOSITION OF TAX.

    “There is hereby imposed upon the sale by the manufacturer, producer, or importer of the following articles a tax equivalent to the specified percent of the price for which so sold:

    “(1) Articles taxable at 20 percent:

    (A) Pistols.

    “(B) Revolvers.

    “(C) Firearms (other than pistols and revolvers).

    “(D) Any lower frame or receiver for a firearm, whether for a semiautomatic pistol, rifle, or shotgun that is designed to accommodate interchangeable upper receivers.

    “(2) Articles taxable at 50 percent: Shells and cartridges.”.


    and

    (A) Thirty-five percent of such amounts shall be available for community-oriented policing services grants for the hiring and rehiring of additional career law enforcement officers under section 1701(b) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd(b)). States using funds for school resource officers shall include training, protections, and monitoring to ensure that school resource officers are used to improve school safety and climate, and promote positive reform in student suspensions, expulsions, and referrals to the juvenile or criminal justice systems.
