"I mean really, he should have just de-escalated the situation and called the police who would have peacefully ended this situation without any gunfire at all."

Do you really believe this. In all police shootings ever recorded their hit ratio is about 15%. In all CHL shootings recorded the hit ratio is well north of 50%.

    No I don’t really believe this. I should’ve included /Sarcastic Rant On /

The hole idea of frangible ammo is once it hits it comes apart. There would be no exit wound for fragments to fly out of. They would expend their energy in the bad guy turning his insides into tomato soup.

If he would have used frangible ammo he wouldn't have to worry about collateral damage AND the guy he hit in the head would be DEAD. His head would have exploded like a pumpkin.

The worry about collateral damage exists with frangible ammunition, too. Miss the target, hit the innocent bystander.

“Police said the injured suspect was taken into surgery.”

    Why?

....I mean, I know he had been shot in the head and all.

(I’m guessing it was just for additional “practice” for the ER trauma doctor?). Maybe he can practice a ‘frontal lobotomy’ while he’s in there.
Oh(!), maybe because according to his mama, he was a good boy, just about to turn his life around; he just got caught up in the wrong crowd!

Wrong place wrong time. Mistaken identity. He was only there to stop the other guy from doing something bad. He wasn't pointing the gun at the dude, so why did the dude shoot? etcetera goes the list of hoodscuses . . .

Odds are in your favor more than 3 to 1 you're correct.
I'd be curious to read the police report, I wonder how many rounds were fired by each side. I wouldn't be surprised if this citizen had a better hit rate than the local police.
