I require a TXDL at the least, so I see the person is from the State, because if I were to sell it to someone out of State, it would not be legal on any level.

I think this is a popular misconception. Selling to an out of state resident, per se, is not illegal. Selling to someone have a reason to believe is not a resident of your state is illegal. It is not your responsibility to be a detective and prove the person is a resident of your state. If he says he is, and you have no reason to doubt him, that's good enough.

Yes, they do if they are doing it legally. They would also have to log the pistol into inventory in their bound book or database that would show who sold it to them i.e. an individual or a firearms seller.
