    Texas of course
    If he won't shoot it very often it'll be ok. My father has one that's about two years old that feels like it's falling apart. It had a nice and tight lockup on it new but it's gotten pretty loose over just that little bit of time. I'd save up a little and buy a used (for even new) Ruger Single Six as that'll last longer than him and he'd be able to pass it to his kids.

    Dad picked up one of them 22s last year..or was it early this year, same place too, Academy. He likes it. It's a fun plinking gun and for $150, if it wears out, well, it's just $150. (I don't mean to sound flippant about the price but for me it's what I'd consider an inexpensive learning tool and starter). The gun came with the 22lr cylinder and a 22mag cylinder. I shot both cylinders one range day a few months ago and it was real easy shooting. I got tired of loading but, eh. Dad and I had a shoot out between it and our Ruger 22/45. The result was, Dad and I both need more range time with ANY gun

    A very good friend of bought a Taurus 9 shot .22LR revolver a few years ago. It's a tack driver even though it never really gets cleaned. It's not $150 new, but I think they are a little over $200. There is no telling how many thousands of rounds are through it, and it still nice and tight.

    I say spend a little more and buy something higher quality that will last a lifetime. The Taurus in blued steel goes about 350-375 and not much more in stainless.

    The Ruger goes a little higher, and a Smith in .22 goes about 450.

    Good luck and remember , you get what you pay for.

    {I go through about 1,000 rounds of .22lr in a week, it is fun and cheap}

    i bought a taurus model 94 .22 revolver and it is a very nice firearm. very tight, about as accurate as u can expect, easy to use, fun to shoot. only complaint is the rediculously hard DA trigger. it soften over time and with some dry firing ( on spent round or snap caps). id say it is a very good starter gun. Heck im no beginner and i still love it. i got mine for about $300 but u can get it cheaper at gun shows and even cheaper if u get the blued version.
