    Is it possible for a phone to use mobile data when it is turned off?

    My GFs phone has supposedly used 2gb mobile data in a week, and it is turned off.

    Asleep? Yes. Turned completely off? No. Many people confuse "my screen is not on" with the phone being off, which isn't the case.

    The only way your phone can be turned off is by battery removal. They have made these new phones to where you can't remove the battery- to help Big Brother out. So, yes it's possible.

    Again, what does phone being on/off have to do with mobile data being used while the use mobile data setting is turned off?

    Even with mobile data turned off it is probably still tracking location through GPS or cell phone towers or something like that just for 911 and copy in cop poop.

    If the phone is completely powered off then they probably can't do it but by a faraday cage and stick it in there that way you know they can't do it.

    If the phone is completely powered off then they probably can't do it but by a faraday cage and stick it in there that way you know they can't do it.

    This phone leaves the house for maybe 6 hours a week.

    Ohhhh, you meant when mobile data is turned off, not the phone. That's different.
    Like helping your Uncle Jack off a horse, or helping your uncle jack off a horse.

    Yes, it's possible. There was, for example, an Android bug that let phones use data for location services even when data was turned off. Seems likely there's another bug at play here.
