Just a guess on my part, but it's possible the vaccine has a very narrow window of temperature that it can be stored at. Any range of temperature above or below that range may compromise the vaccine.
Purely a guess though.

Bell's Palsy is an awful thing to get and is disfiguring for a few weeks. My wife got it 12 years ago, and although she got better her left eye has never been the same.
