In San Diego if you're not going at least 10 miles over the speed limit, they may pull you over for impeding the flow of traffic.

I was on BW8 after Westheimer toll booth, heading towards 59. There was a guy in the left lane doing 70... the speed limit & traffic was backing up. A motorcycle cop happened to get on & pulls up next to the guy flashes lights & hit the sirens & motioned him to pull over .... I'm say impeding traffic. I jumped in the left lane & hit the gas....lol
