    I guess it's on the honor system, looks like it's just like any other plate.

    To order specialty license plates online, you must meet the following requirements. Please read the Eligibility Requirements and respond appropriately.
    Eligibility Requirements

    1. Applicant must be at least 18 years of age.
    2. Applicant must be a Texas resident.
    3. Applicant agrees to pay by Visa, MasterCard, American Express, or Discover.
    4. Applicant must have a Texas title in his or her name, or joint ownership with spouse. If vehicle is titled in a name other than that of the applicant, applicant must have legal rights of possession and control of the vehicle, and vehicle must be for applicant's personal use. In such instances, an affidavit to that effect must be executed by the applicant and presented to the county tax office when obtaining license plates. If vehicle is leased, a copy of the lease agreement must be presented to the county tax office when obtaining license plates.

    1. Specialty license plate fees are in addition to the regular registration fees and must be paid each year.
    2. Additional fees may be collected to establish a single expiration date for both the specialty plates and the vehicle registration.
    3. All specialty license plate orders are subject to TxDMV/county approval.
    4. Specialty plate fees will not be refunded once application is submitted.

    I'm the son of a Native Texan born in Cali got here soon as I could still makes me a Californian though :-(
