House Speaker Needs Push To Allow Pro-Gun Bills To Be Considered During Upcoming Special Session In Texas
Please Contact House Speaker Joe Straus!

During the recently-adjourned session of the Texas Legislature, the Texas House failed to vote on any significant piece of pro-Second Amendment legislation -- including an NRA-backed bill that would allow hard-working Texans to transport and store lawfully-owned firearms in their private motor vehicles while parked at work. The bill would have prohibited enforcement of corporate "No Firearms" policies that extend beyond the physical workplace to include employee parking lots; these policies effectively prohibit workers from protecting themselves during their commute, as they have no way of storing guns in their cars and trucks once they park at work without risk of being fired.

This important legislation passed the Senate unanimously, with over two months left in session. House leaders failed to set the bill for House floor action in a timely manner, and the bill died on the House Calendar without even a vote.

The Governor will call a special session of the Legislature in the coming weeks to address state agency re-authorization bills that also failed to pass during the regular session. While the Governor has ultimate control over what is considered during any special session, it's unlikely that any issue will be placed on the agenda which doesn't have the support of both Senate and House leaders. We already know where the Governor and Senate leaders stand on this issue.

That's why it’s critical that you contact House Speaker Joe Straus (R-121) at (512) 463-1000 and ask him where he stands on this issue: with big corporations or with hard-working Texas gun owners and sportsmen who are prohibited from protecting themselves during their commutes to and from work every day? You may also send an email to Speaker Straus by visiting the following website: http://www.house.state.tx.us/speaker/welcome.htm

Let him know that you are disappointed that House leaders did not set the employee/parking lot issue for House floor action in a timely manner, so that House members could vote on it while there was still time in the regular session. And urge him to work with Governor Perry to get the bill on the call for the upcoming special session.

Thank You! (from NRA ILA alerts)

I know many of us have taken to time to contact Governor Perry about the Special Session in relation to SB 730 - Employer Parking Lot Bill and SB 1164 the Campus Carry Bill. Please take a moment to contact Joe Straus, Speaker of the House http://www.house.state.tx.us/speaker/welcome.htm and address these same issues with him.

Did I miss something, but what happened to the legislation to allow students with CHL's to carry on college campuses? Last I heard it was dieing in the calander committee. Our goof offs in Austin need to get on the stick. There was a lot of good legislation that died due to certain people just sitting on it til time ran out. It apparently didn't fit their personal agenda so they "play politics as usual".

The regular session ended and there have been a few threads, one with a very good detailed summary of the gun related legislation from this session. Playing politics is a 2 way street. If you play checkers with someone and you don't pay attention and never make a move, it's likely you won't notice you lost until the board is long put away.

This is how our "goof offs" in Austin get away with the stunts they pull. We, the people, don't keep up with what they are doing until they've gotten away with it. They don't goof off, they do things with intent and are very much on top of it while "we the people" don't pay attention.

Luckily a special session provides a somewhat rare 2nd chance. So get on the phone and fax and make sure they know what's important to "we the people" and they don't get away with their stunts a 2nd time making "we the people" look silly.

If it were only that easy. I'm sure most Rep's and Senators would agree, but they can only vote on what's brought to the floor.

The House calendar committee did not put the employee parking lot on their "major calendar" list during the last several regular sessions. The major calendar items get worked first and they never got around to the parking lot bill on some lower priority calendar list. The big businesses, such as my employer, are probably lobbying pretty hard against this. This calendar subterfuge allows the Reps to kill the bill without having to go on the record as opposing it.

As I understand it, the Governor and Speakers of the House and Senate get together to set the agenda for the special session. Since the Senate passed the parking lot bill unanimously, we need to pressure the House to act on it, so that it can go to the Governor for signature.

I sent the Speaker of the House an email last night - you can too.

So if the Gov. decided not to call a special session Txdot would be sunsetted which means it would be desolved completely. Is this not a major calender item that should have been addressed before they iced their beer for the next two years?

JKTex is right about voting on what comes to the floor. The big problem is with the folks on the calender committee. They set the dates to consider pieces of legislation and if they are against a particular bill, they drag their feet and don't set a priority date to bring it to a vote. My reps. secretary explained it to me and I personally think "we the people" are getting extremely short changed by the process. Certainly, some legislation isn't worth the ink that was used to write it or the paper it is written on. Some of our servants in Austin just write "stuff" in a vain attempt to justify their elected jobs(it's not a position, contrary to what some of the think). Other bills are important and we just have to stay ahead of the game to get things done.

This is exactly why a State as Big and powerful as Texas should have full time legislation?

Yep, there you have it. Special Session convenes July 1 and could go for as long as 30 days.

Lets make sure they know what we'd like for them to finish up, after a few of the big issues that obviously take a front seat.

California has a full time legislature. No full time for me. Once every 2 years is plenty of time to get things done if people didnt play games. I think that if a bill passes one of the houses, then it MUST be voted on in the other house. That would prevent a lot of the games. Yes, on September 1st TXDOT and the Board of Insurance et. al. would cease to exist if not re-authroized by the legislature.

I guess you could be right but as a TXdot employee myself it sure sux to have them vote on everything Txdot once every two years. If we don't get a cost of living raise (and many times we haven't) then it takes two years before the subject is ever discussed again. And this time around they didn't even feel we were worthy of discussion about our mere existence? I suppose they only need us long enough to build tollbooths on every roadway then they can let Cintra and NTTA have them and they would have one less thing to worry about every two years.
