    SACRAMENTO — New sales of semi-automatic rifles with removable magazines would be banned in California under a bill passed by the Democratic-led state legislature on Tuesday, and those who already own such weapons would have to register them.

    The measure, which passed the state Assembly 44-31 and is expected to go to Governor Jerry Brown for his signature after amendments are approved in the state Senate, is one of a package of gun control bills passed earlier this year by senators in the wake of the massacre last year at Sandy Hook Elementary School in Newtown, Connecticut.
    It would classify as an assault weapon as any rifle that accepts a detachable magazine that can hold more than 10 rounds of ammunition, and would ban its sale or purchase. People who already own such weapons would be required to register them.

    "How many more innocent men, women and children have to be slaughtered while going about their daily lives before we do something?" asked Assemblyman Reginald B. Jones-Sawyer, Sr., a Democrat from Los Angeles, speaking in favor of the ban.
    He ticked off a gruesome list of recent gun massacres: Sandy Hook, killings at a Sikh Temple in Wisconsin, the Colorado movie theater killings and others.
    The road to passage has not been easy for several of the weapons measures introduced this year, despite California's history of strong gun control laws and large legislative majorities for Democrats, who tend to favor them.

    New voting laws in the state have made it necessary for many Democrats - particularly in the Assembly - to win over moderates and conservatives, and Republicans were joined by several Democrats in opposing the bill.

    "I don't know what the right word is to express how strongly I oppose this bill," said Assemblyman Tim Donnelly, a Republican who represents the Southern California community of Twin Peaks, complaining that it amounted to a direct swipe against the constitutional right to bear arms.
    California, which has some of the toughest gun control laws in the nation, already bans rifles with large-capacity fixed magazines, which cannot be removed. This bill would expand that ban to add rifles that accept large-capacity removable magazines.

    Other bills in the package passed by the Senate would have tightened additional laws, including banning a type of trigger known as a button.
    Faced with reluctance by the more conservative, but still Democratic leaning, state Assembly to take up the package, Assembly Speaker John Perez, himself a gun owner, placed the bills in legislative limbo where they remained for months.
    Now, with the end of the session looming on Thursday, Perez late last week released three of the bills, including the one passed on Tuesday. Six Democrats joined Assembly Republicans to vote in the minority against the measure.

    Two other bills remain active from the original package, and are expected to be heard later this week.
    One would ban possession of any ammunition clip that holds more than 10 rounds, and the other bans people with multiple drug and alcohol convictions and convictions for gang-related crimes from owning a firearm for 10 years.

    I'll bet he does much like HackenBalls in Colorado. Seriously I would love to see campaigns to continue to move companies out of Kommiefornika to keep pressure on breaking them in half. Also, I hope that more and more firearm and related companies REFUSE to do business with "them". Hit them hard in the wallet.

    The passage of this law just shows utter ignorance of firearms, technology, and history. It is a pure anti-gunner "We'll take every gun we can" move.

    We've had semi-autos since the late 1800's. The much vaunted and lately maligned AR-15 has been with us since the 60's. I'd bet 95% or more of all semiauto rifles currently in possession by US gun owners are based on technology that is 50 years or older. For every Tavor, SCAR, or AUG in use there are dozens and dozens of AR's and AK's among other weapons. Somehow we have not been killing each other off en masse despite these ever so dangerous weapons. (That last part was sarcasm, just so you know)

    I expect this behavior from Statist politicians looking to always increase the power they wield over their subjects, but for the people to clamor for this and agree to it just shows how bad California has gotten. I don't expect everyone to know a great deal about guns, but to think that somehow semiautos are especially dangerous and need to be banned is flagrant ignorance at best or rampant hoplophobia at worst.

    So no more 10/22's in the State of California?? A 10/22 "can accept" a magazine that "can hold" more then 10 rounds. Pretty much any semi I know of "can accept" a magazine with more then 10 rounds. This is what happens when idiots create laws.....

    Last I heard San Andres fault was about 200 years overdue for a huge quake. Volcano in Yellow stone in CA is overdue by 130 years to erupt. :mad:

    Oh it's far worse than that. SB 374 bans the sale or transfer of all semi-auto centerfire rifles that accept a detachable magazine. Magazine capacity has nothing to do with it. The definition of detachable magazine has been changed to include bullet buttoned rifles, so if you can remove the magazine without disassembling the action, then it is a detachable magazine under the law. So the idea is make all centerfire semi-auto rifles w/ detachable magazine registered assault weapons (RAWs) under CA law, which thereby prohibits the transfer or sale of said weapons (even to immediate family), let time run its course, and collect them one by one as the owners die off.

    Meanwhile, SB 396 bans possession of any magazine capable of holding more than 10 rounds, including a magazine that had a capacity of > 10 rounds, but was permanently modified to hold no more than 10 rounds. This does not include "a magazine that is only of sufficient length to hold no more than 10 rounds of ammunition." My reading of this is all factory Glock 17 mags (and similar), which are capable of accepting 17 rounds of ammunition, but are permanently modified to accept no more than 10 rounds for the CA market will become illegal to possess in CA as of July 1, 2014.

    Brown is unpredictable. He's signed some gun control bills, he's vetoed some. I have no idea what to expect. Some other golden nuggets from the legislative session are an expanded list of crimes that make someone a prohibited person, and a $50 permit to buy ammo. The ammo permit hasn't been passed yet.

    Needless to say, I'm glad I got out of CA when I did. The state is going down the tubes on so many levels. They're taking everything to full retard.

    Don't worry....Moonbeam will sign it. He's not going to go against "his" legislature. He'll go along with it just like he did the last time he was governor....and there, too, he bolloxed up the state, its finances and the credibility of the state government.

    This is just MORE proof that states like the Peoples' Socialist Яepublik of Kalifornia, along with several of the New England states, are a danger to gun owners and their civil rights. Then people from those states migrate to other states and infest them with the gun-grabbery that was prevalent in their former home state and the mess is spread like a contagious disease....that disease being libiturdism.

Then people from those states migrate to other states and infest them with the gun-grabbery that was prevalent in their former home state and the mess is spread like a contagious disease....that disease being libiturdism.

    We must acquire their women and procreate more freedom-loving gun owning conservatives and send them back!

    :p And that's what they said here......Angela Giron was in a heavily Democratic district and got her ass handed to her in a 60/40 loss.
    Never say never and a lot of people are seeing through Bloomberg and his agenda.

    There's some truth to that. The people most severely affected by these ridiculous laws will likely be avid gun-owners looking for a better place to live. Those that come here will probably be VERY pro-2A and that's a good thing.

    We need those types to balance out the liberal livestock that comes from that damn state...
