Chl delay from shutdown

Not likely, but if for some reason they need to talk to a furloughed Fed to complete your App, then yes that would cause a delay.

NCIC, not NCIS, is run by the FBI and is up for LE. I do not know if they are doing backgrounds for administrative purposes.

NCIC is still up and running. Otherwise you couldn't purchase a firearm from your LGS. All other CHL requirements are state functions and are not affected by the Fed shutdown.

Firearm purchases are run through NICS, not NCIC. NCIC is computerized, and queried by NICS.
