Ok....I get what you are asking.

The rifle kit can be shipped directly to your house, technically it is just "parts". The stripped lower has a serial number and a 4473 would have to be filled out unless you buy one from a private seller.

The stripped lower is what the Feds consider the "gun", since that is where the serial number is.
