    Well they wasted no time firing him, and bringing up criminal charges. Obvious bad shoot was obvious to the chief too.

    DALLAS –– Ofc. Cardan Spencer, the six-year veteran who shot a mentally ill man in the abdomen who was standing still with his arms at his sides, was fired on Thursday and charged with aggravated assault.
    The results of an internal investigation found that Spencer violated the department’s deadly force policy and the standard operating procedure regarding mentally ill persons. Spencer was told of his punishment during a disciplinary hearing Thursday morning.

    crappy situation all the way around - especially after watching the video and comparing it with what the PD released before that


    but they're doing the right thing now - at least so it would seem

    And that, ladies and gentlemen, is how our justice system works (sometimes). You would want the same investigation to take place if you were involved — on either side.


    ETA: Damn, I've been surprisingly pro-LE today — and I didn't have donuts or bacon for breakfast :D.

    i can think of quite a few instances in the last few years where Dallas cops were fired for misconduct -

    none of them were saved by the union

    I myself doubt he would have been fired if there was not video. Video really locks things down, especially to the statement.

    He fired 4 shots, 1 hit. Victim is still alive and will probably recover.

    Agree ... the body cam movement going on in PD's are going to change the game considerably. Not that it's a game.

    This one reminded me of the Richardson cop who shot a mentally ill woman who had a rock. She weighed about 140 lbs, holding a 8 lb landscaping rock, in her own backyard. Odds are she won't throw it far. Cop shot her multiple times and killed her. Must be 10 or 12 years ago now.

    At some point folks are going to stop calling the cops on their mentally ill relatives. But what are their options?

    When I was in between jobs in San Antonio. I took a position at a group home for troubled youth. I was assigned one on one with a 16 year old boy. He was suicidal and the inpatient would release him often back into my care after a day Or 2. I had a few dealings with SAPD. They are trained well in dealing with the mentally ill. They acted very professional and compassionate. My problem was with the mental health system. This kid needed serious help and they didnt seem to want to deal with him.

    The special treatment is already starting:

    [h=1]Unusual move by judge keeps fired Dallas police officer free[/h]As the Dallas Police Department terminated Spencer Thursday,police were also building a criminal case against him. They planned to arrest him for aggravated assault, but a district judge refused to sign the arrest warrant.

    The judge instead directed officers to take the case to a grand jury -- a rare move, according to former State District Judge John Creuzot, who sat on the bench more than two decades.

    "I don't know that I've ever really seen it," he said. "It's pretty easy to get an arrest warrant signed. All you're submitting is that there is cause to believe the person probably committed an offense, and that's a very low standard. It doesn't mean the person is guilty."

    Cruezot said going before a grand jury doesn't change the case.

    What might be SOP for other depts does not matter. For Dallas PD, they wanted an arrest warrant, not a GJ.

    The irony here is the special treatment is not coming from the DPD, but from the Judge.

    No special treatment.
    We can substitute "recipient of special treatment" for "recipient of rare move" if it makes you feel better.

    My point is that its not rare. It's pretty typical.
