since Texas has a reputation as 'gun friendly', why is it one of only 4 states that don't allow open carry?

Because of the adoption of a single city's policy back in the late-1800s.

It's an old, worn-out law that was meant to try to resist some of the rowdy cowboy towns back in the late 1800s. Times have changed, and I feel it's time to bring back open carry.

As I understand, there was a bill written for the 2009 session at Austin, but it never got sponsored.
Discussion of it on another forum had a lot of disagreement and such as to whether it (OC) should be allowed or not.
In short, I think its due to not enough agreement amongst the ranks of gun owners.

The problem isn't really a bad thing...

Due to the way our State Legislature works, things like Open Carry (which I am in full support of) get pushed to the side or back burner, as the legislature meets rarely enough that some of the more important things need to get taken care of. So Open Carry keeps getting pushed aside. I don't think we would have any issues gettin it passed today, and I'd probably open carry myself, but there are slightly more pressing things that come before the guys in Austin.

If you want it, write your state rep and ask them to sponsor it. Seems a lot of them (reps) thought it was a good bill, but none stepped up to pen their name as the sponsor. Were they too busy? fighting other battles? didn't think it would fly? donno. But if it doesn't get to the floor, it can't pass. And it needs to be done before election just in case Perry doesn't get reelected, as I have no idea how KBH would feel about it.

I have no faith in KBH, that's why I'll be voting for Debra Medina.

Here's what she has to say about open carry: "
Debra on the Right to Keep and Bear Arms

    No compromise 2nd Amendment

Gun ownership is essential to our liberty. Private property rights notwithstanding, the right to keep and bear arms should not be regulated or infringed. We Texans should be free to carry our arms openly, and any attempts to restrict gun ownership should be rejected."

What ended up happening this year in the Legislature was that there was a concerted effort by existing progun Texans to focus on improving" existing CC laws instead of trying to introduce a radically new idea.

Depending on which side of the fence gun owners sit on was the way they sided in the OC v CC debate this past year.

To mention it lightly, there was a turf war that I didn't particularly like. And it went on between the progun folks.

I personally do not think open carry is a good idea, and would not use it But-- I would enjoy being able to carry OWB instead of IWB without having to worry about the bottom of my holster showing below my shirt. I am not opposed to it being legal to do, if you so choose.

I hope KBH doesn't Losing a senior senator is not good for Republicans. It is good for KBH, not the party nor the cause.

    Oh well.

I don't know much about KBH, actually.

Well, KBH is a nice woman but she's weak and caves too easily. She works best when she has the support of someone strong and will back her up. Otherwise she will give in to the opposition. I met her once here in Southeast Texas. She was personable and nice. That didn't tell me much though. Now she's caught up in the stupid power game. Why does she want to be Governor anyway. She's not right for the job. She's a better senator than she'd be a Governor. We need someone that is stong. Say anything you want about Perry but he's stong. At this critical time, we don't need to be deviding our votes and letting the DimLibs win. Vote for Perry. Vote in all of the elections you can and vote conservative. Look at their record and not just what they tell you. Don't let any RINO's get in.

Yep, I think it's just political strategy maximize the results. The low hanging fruit so to speak. If you use resources to try to get some of the fruit higher in the tree, you reduce the amount of low hanging fruit you get.

Hopefully over the next 2 years all of the issues left on the table can be prioritized and be better prepared for next session.

I think campus carry is a further reach as it gets into a larger general audience and the media can sensationalize it better since there is strong emotional divide because of horrific major events. Open cary however, reaches more in to gun rights supporters and is less exposed to the emotions of the general public. But legislators can certainly use it to pander to their constituents so the legislative supporters will need to make an effort to carry it through and not let assholes like the one from Colin county from abusing their positions to bury bills.

When I lived in WA, OC was technically legal. No one that lived in the city really did. Most people I saw OC lived in the more rural towns where it wasn't anything abnormal to see people who owned horses riding them in the wilderness or a field with a sidearm.

I didn't think much of it. I lived in the city, so I thought CC was more appropriate for that environment.

I don't really know what to say about OC here in El Paso....

    I would CC either way.

It is just nice to have the choice. Not to mention, that some law abiding people don't want a CCW, but still want to excercise their 2nd amendment RIGHTS !

I use to live in Arizona and LOTS of open carry there. No one even batted an eye, walking into a grocery store or even a bank.

Police open carry. No one freaks out to see THEM with a weapon.

Only criminals don't worry about LAWS and they carry concealed anyway.

Once people get use to the idea and take the shock value away, then it will seem normal.

El Paso would be the same as Phoenix or Tucson to open carry. Hell, I use to carry my .500 S&W in the open. I never heard of there being a prob. with OC, except for the Obama rally deal. Even then, it was not a problem.

What is the difference if the guy had it concealed or open? He was still LEGAL to do it.

Not that I would have handled it that way, but it was still his RIGHT !
