    From National Shooting Sports Foundation:

. . The Bureau of Alcohol, Tobacco, Firearms and Explosives, (ATF) Enforcement Programs and Services (EPS) Division hasposted a new chart for its form-processing times, and the latest information is not good. NFA Forms 1 and 4 are now taking 10 months to process. NSSF is working to get additional resources committed to EPS through the Congressional appropriations process. NSSF Senior Vice President and General Counsel Lawrence G. Keane issued the following statement: "The delays and lack of timely customer service, which grows worse every month, is significantly interfering with the ability of members of our industry to engage in the lawful commerce and grow their businesses and create more good-paying jobs here in America. It also infringes on the ability of law-abiding citizens to exercise their Second Amendment rights in a timely manner, and a right delayed is a right denied."

I like the last statement you quoted... But FYI, paper forms 1 and 4 are taking around 11-12 months actually... If someone got a paper form back for an item from 10 months ago, that would be quick.
