That type is mentally off the rocker and mental hospitals won't do the trick. Watch "Lockup" on TV and see the animals that aren't fit to be on the streets much less in prison killing and stabbing each other and the prison guards. California lets thugs out because they are crowded and
some activist Federal Judge says its unusual and cruel punishment.
