The officer should tell you why you were pulled over, and usually they like you to keep your hands on top of the steering wheel.

Of course they'll tell you but the friendly attitude helps(experienced several times) and I just liked to see the hands empty and in sight-no magic about on the wheel.

A lot of times you get hands in the lap, or one hanging down behind the door like in the video.
