Puerto Rico is a failed socialist state - not unlike California - just head of them on the time scale. More equivalent to Detroit, on the time line. Puerto Rican’s need to get their act together (tax & welfare-wise). Sorry the hurricane caused them additional problems but their infrastructure problems (both societal & physical) run deep.
