Sawed-Off Shotgun = "Weapon of Mass Destruction" ?

On Monday, detectives conducted a search of the suspect's residence and found the cinder block, hatchet, remains of the puppy, and a sawed-off shotgun.

Campbell was charged with domestic violence felony strangulation for the assault, animal cruelty, and possession of a weapon of mass destruction.

North Carolina defines shotguns with less than 18" barrels as "Weapons of Mass Destruction", I guess to enhance penalties.

But any shoulder mounted shotgun must be 18” unless registered as an NFA item or it is illegal.... Someone with better legal knowledge will probably come along with corrections to my statements.
