Isn't there a law that if a gun gets stolen you are required to report it?

GHG is correct. But not if Gov. Abbott’s “school safety measures” are adopted. One of them makes it a legal requirement to report all lost or stolen firearms. (Of course, it remains to be seen what the punishment would be. Especially for an LGBTQXYZ ex-sheriff, running for governor).
I think the department regulations on stolen duty firearms is quite a bit different than the law.
