My interpretation is, if a firearm is not concealed the firearm is on display. Am I wrong?
    You are wrong.

There are two types of carry with respect to handguns; concealed carry and open carry. Both require the handgun to be in a holster.

Exactly. One more change proposed by this bill is the elimination of "shoulder or belt" in reference to the holster. This opens up ankle holsters and also may allow purse carry for the ladies (or guys, if that's how you roll) if the handgun is holstered.

OK so if someone has their G41 or long slide 1911 in a Bianci fold away holster outside the waistband that won't be interpreted as a person knowingly displaying a handgun in plain view of another person in a public place.

Got it thanks for the clarification.

I have to admit that I have some distaste for open carry by civilians and even police in civilian clothes. I live in the Houston area and open carry with a license is rarely encountered. If you like a lot of unwanted attention, then - by all means - carry openly. I believe an LTC should be required for carry in public. Most restaurants here do not allow open carry with an LTC but have no objection to concealed carry. That will not change if unlicensed carry is allowed and - in fact - is more likely to lead to more places forbidding all carry with or without a license. Most police officers like LTC by civilians but would be opposed to unlicensed carry by people who are not certified; I have to agree with them.

Don't need more gun laws, better to repeal laws already on the books to get your gun rights back as the 2nd Amendment intended. Stop infringing on the 2nd Amendment to begin with any more.

What bothers you about the sight of a firearm? Do you have other concerns?

In California many people share your opinion on open carry. I try to empathise with them but I have never got a decent reason for their dislike of firearms.

I like open carry for the same reason I like freedom of speech. No reason to hide a firearm or a opinion.

I can't speak for most restaurant owners. Open carry would not have bothered me when I owned my restaurant. I realize there are a lot of firearms and the odds that one of my customers would suddenly draw his open carry firearm and start unloading it are not good. I also realize that a sign stating 'No gunz allowed' would not work to stop a bad guy from bringing his gun into my establishment. If a customer complained about another customer eating lunch with a gun I would calmly try explaining with scientific data that their paranoia is in justified.

Law enforcement officers have a hard job. If I was a LEO dealing with a armed bad guy I would rather him open carry than conceal carry for obvious reasons. I'm sure a law enforcement officers job would be much easier if all guns except theirs could magically disappear, but logic and reason keep me from subscribing to such fairytales. Since firearms are a reality I would rather face the occasional bad guy with a gun than have the citizens I protect be unarmed knowing I can't protect them all the time. But that's just my opinion.

Why indeed. Last I checked, the 2nd amendment shall not be infringed. From what I have observed, more civilians are better shooters and safer than police. I don't need a law telling me what I can and cannot own or carry. I already have one in a constitution that gives me the rights I require. I'm curious to his response.

I have open carried in downtown Houston walking around and into a restaurant right at the corner of Westheimer and Montrose, in the heart of the “Hillary” zone, as my husband called it. Got only positive attention that I was fine with. Maybe it was my “don’t give a shit” attitude that won them over.

If Cops are scared of "civilians" carrying weapons then they should quit.

I wonder why people oppose open carry versus concealed?

Do you really have no desire to know who is armed and who isnt?

    Knowledge IS power.

I would want to know who is armed who isn’t.

As far as having a LTC or not requiring one. Is that it makes no difference either way. A criminal who wants to carry, will carry either way.

Law abiding citizens dont have a problem obtaining one so it doesnt make any difference one way or the other who is armed or not.

Now if Texas does go with “constitutional” carry laws. I will still maintain my LTC!

Why? Because i travel around the country all the time, and need my ltc to be legal in other states that recognize texas.

What i want to see passed is national reciprocity for our LTC. No different then our DL.

With that some worry about leaser guidlines to get a Ltc in another state.

How is that so different then a DL?
Some states will still let tou drive with 3 or 4 dui’s or a 100 speeding tickets, other states will revoke ur dl after the first DUI.

Lets focus more on padsing National reciprocity.
