A buddy has a Trijicon Machine Gun Reflex Sight on his M60 D & you wouldn't say that if you used it!
There are actually very good TED talks on that exact subject. It's fascinating. Do a search in the YouTube search box for "ted talk indians shit in streets". There are several to choose; I suggest starting with the one by The Ugly Indian. It has a very positive message about being able to successfully use local actors to fix local problems.
The TED talk by Sangita Vyas is dryer and more academic but, perhaps, more enlightening.
