And as a Libertarian, this is why regulatory laws suck...they seem to contradict themselves, and folks get confused by laws that are supposed to benefit us...
As stated earlier, CBD oil is NOT marijuana, nor is it controlled by prescription, nor is it addictive. And most importantly, it’s use is not unlawful.

Iowa has tons of wild hemp growing all over the place. When I used to do rigging on major concert tours Ames, Iowa was always a stop.
We would warn all of the new guys about the hemp growing everywhere and explain to them it has zero thc and will not get you high, and that the local narcotic task force, led by DEA would routinely hit the hotels when a major act was in town and bust the unsuspecting for possession.
Happened to two dipshits that just got hired who thought they had scored the jackpot ( pun intended) and ignored all of our warnings.
They pulled about 25 pounds of the stuff from the fence line of the hotel and promptly got hemmed up on federal MJ charges later that night when their room got raided.
YMMV, but I would not advertise it on a gun forum.

The fact that CBD is derived from marijuana doesn't make it marijuana, no more than leather derived from a cow is a cow. Nor is castor oil ricin, but they're both derived from the same plant seed.

Here's the actual DEA controlled substance schedules (1308.11 - 1308.15) of Title 21 CFR. CBD is CannaBiDiol. It ain't listed. It ain't a controlled substance.

The DEA rep in the first article parses his words very carefully to frame the subject (CBD) as something containing illegal substances. He/she defines "CBD" as having a percentage of THC. THC is controlled, therefore any substance containing THC is controlled - quod erat demonstrandum. If you define CBD as containing a percentage of methamphetamine, I suppose that would be controlled too. If I "define" a horse as anything with feathers, then you could ride a parakeet. You'll find marijuana, but not cannabidiol.
The second article is referencing the use of CBD as an ingredient in food/beverages commercially, which I already said was illegal (meaning a statute exists making it so, not because it's a controlled substance), along with its utilization in medicine, or research, in some cases.
