You miss the point. Let's say someone owns a small apartment building, say 10 units. So something comes up to raise property taxes, or a rent control bill. The owner and his wife get two votes, the 10 couples get 20 votes, does that seem fair? And rent is based on what the market will bear, it is not some algorithm that takes into account property tax.So renters are not paying the property tax in the form of a percentage of rent?
Be careful creating classes that fit YOUR specific situation. Because you can be classed right out of voting too.

I don’t believe the individual ISDs should have the power to tax, as I believe the power of taxation is purely a governmental power that should not be delegatable nor extendable to non-government entities.
