Some idiot thinks ATF is changing the 4473 so IOIs can take photos with their cellphones and create a database.

There are 650 IOIs ands last year there were 30+Million 4473 created. You do the math on the feasibility of that. Add in IOIs are also responsible for explosives and processing FFL applications.

Reader's Digest version:

During their annual FFL inspections, ATF personnel are making copies of the 4473s and taking them back to the office. They are also changing the 4473s to reflect the make and model of the firearm on the front page of the 4473 where all the buyers info is, ostensibly to make photographing and data entry easier.
