    That place east of Waco....
Would a bath in a lye solution work? I've used it on cast iron pans to bring them back to life, but thinking it's probably for removal of grease not rust (as I'm typing I remember using vinegar bath to prevent the rust).
    Carry on.
Best remove the stock first. Anything strong enough to strip rust will destroy the wood.

    Gunz are icky.
Depends on how much work you want to put into it.
As far gone as it looks I'd just go over it good with some steel wool and light oil. Remove what I could.
You'll want to completely tear it down and clean the insides of the bolt best you can.
If the bore isn't pitted too badly it should be safe to shoot.

The problem is they don't know if a round is chambered. They can't move the bolt.

Remove the barreled action from the stock.
Spray the barreled action with penetrating oil.
Let it soak for at least overnight.
    Try opening it carefully.

I was going to say remove the stock then soak the action in a can of diesel for a couple days. Including pouring it down the barrel.

I told them to spray it with penetrating oil yesterday. Hopefully the bolt will open today.

I talked with them they got the bolt open. I should see it in person next week.
