Loading some 44 mag shotshells without the Speer capsules. Tried just a wad at the bottom and another glued to the top that left a 3 inch spot with no hits in the center. also tried a thick paper sleeve except most of the shot stuck together and punched a big hole in the target. Going to try a thin paper sleeve. All tests were done at 20 feet.

I have used gas checks to contain the shot. Place one over the powder, add shot, invert a gas check and place it on top of the shot, then a slight taper crimp holds it together. The gas checks also add to the flying projectiles.

I searched, but I thought JRB & YG did this and commented on their results a couple of years ago.

Just read their thread I think I'm trying to get to much out of the shotshells, though I think they will work for what I made them for which is scaring away hawks from our chickens.

Can you please post the link to that thread?

What you are doing sounds like it would work for snakes or just to make noise and scare something off. Thest results I got are with black powder .45 colt making shot and ball charges or with shot capsules.
Measure 10-15 grains of BP, thin wad, fill with shot and seat a .452 ball to the center of the ball and crimp slightly.
Bit BP makes a mess. If you fire it, clean the pistol immediately.
Sounds like you really need a .410.

Shot one yesterday made with 2 thin cardboard wads on 5.0 grs. of titegroup with 180 grs. #7 1/2 shot in a thin paper sleeve capped with another cardboard wad and Elmer's glue. Pattern was 20 in. at 15 feet. Going to try necking down 444 Marlin case to fit over the rifling on our single shot pistol when we are able to get the brass and 38-40 sizing die.

You may be expecting too much from a handgun firing shot.
The rifled barrel is what is ruining your patterns. I have a Taurus Judge that shoots 2-1/2" .410 shot shells.
The pattern has a distinct hole in the middle beyond 25 feet.
It is still fun to break skeet targets on station 1, 7 and 8. The incomers on station 2 and 6 can be broken but not often.
For shooting snakes and such, try to stay under 5 yards.
As for your loads, I think an overshot card or capsule is the way to go.
