I just bought 1200 rounds of the afore mentioned ammunition. When I open the box and look at the bullets it appears the neck area has been annealed(heat marks). Is this ammunition considered a factory reload? Not that it makes any difference to me one way or the other - just curious.

All cases are annealed when formed by the factory. It helps keep the cases from being deformed during the original forming process.

Tumbling or cleaning the brass removes the discoloration. Most factory ammunition plants do this and that's why you're not used to seeing it.

It isn't a requirement for military ammo so most don't bother.

Some new brass you purchase still has the annealing marks on it too fyi.
