Some Herters brand ammo at Cabellas has that headstamp. Winchester makes Herters for Cabelas and you often see Herters stamped WIN. Winchester has new line called USA Ready. So I'm going to say it's Winchester and good to reload.

That is Armscor brass, Starline isn't custom bunting for anyone right now. From the Phillipines, Armscor USA = A USA. It is generally the considered amongst the worst in terms of consistency by OEM loaders but it is cheap so a lot of guys use it.
