    Old DOD Red River munitions site if I am not mistaken?

    A Spanish company (Ex something or other) was building a warhead disposal plant there about six years ago. The same company had an ammo plant down by Longview. Shotguns shells, I think.

    I would imagine it would be the old Lone Star Munitions Depot within Red River. They have been back active here as of late though it has been officially shut down for years.

    I saw an article about it in an engineering magazine last month - they didn't really report much more than was in the OP's original post though.
