    My packet arrived in the mail today, does this automatically mean I passed the background investigation, or is that still not done until I take the class & send it in???

    Same as if you called the revenuers to send you a Form 1 or Form 4 for getting an NFA weapon or the application for an FFL - just because you got the packet doesn't mean you're approved for anything, just that you have received the paperwork to start the procedure.

    Lots of governmental paperwork is sent this way.
