    Where does it say that?
    At first glance it sounds like their definition would include the AR upper, but after reading pages 85-87 that you posted, I can see that they are excluding the ARs and handgun uppers. At least that is they way they make it seem.

    One thing that caught my eye:

    a. This Proposed Rule ATF chose to propose promulgating new definitions of “frame or receiver,” “privately made firearm,” “gunsmithing,” and an update to records retention and new requirements for marking silencers, because they would maximize benefits.
    Alternative 3—Grandfather all existing firearms and receivers. This alternative would grandfather in all existing firearms that would not meet the serialization standard for partially complete and split frames or receivers. This was considered and incorporated into the proposed alternative, where feasible. However, in order to enforce the regulation, a complete grandfathering of existing firearms and silencers is problematic in that manufacturers could continue to produce non-compliant firearm frames or receivers and falsely market them as grandfathered firearms. This could potentially pose an enforcement issue that may not be resolved for years if not decades​

    Well, interesting and convoluted. I cannot figure out how by any reasonable standard that an 80% could be considered a firearm. As soon as it’s had the finished machining completed, sure, it would be basically a lower receiver that can ”readily” be assembled.... eventually. But in it’s 80% state, it is nothing but a hunk of useless aluminum. Here ya go soldier Timmy, take this 80% lower and go defend America! Right....

    On March 4, 2022 the NY Times reported that the ATF Rule 2021R-05 would be finalized in early April and would go into effect 60 days later.

    Here's the million dollar question: What will this proposal accomplish, except to allow the ATF to go after a bunch of innocent gun owners?

    Answer: Nothing.
