    Not sure where you are at, but with this last cold front odds are the swarm took to the warmest place nad are covering the queen to keep her warm. When it warms up, see if they dont take off....

    I've only seen them cluster like that when they group around the queen to protect her during travel.

    They're docile
    On the meat eater podcast I heard that bees are less likely to aggressively protect their hive if there are no larva or hatchlings inside. That would make sense if they were in transit.

    I think you should ask @vmax if he needs a colony for his empty hive.
    I really can't take them now.. but I also have never taken a swarm before. Its a tricky thing to do right and I don't know enough about how to go about it.

    Water will settle them and make need to dry out before they fly. Smoke them and find the queen and move them to a temp location.... even a cardboard box....... or find a bee keeper, they can easily be moved right now ( 15 ) min.
