Sorry if it's been discussed, but in this news article I noticed a bill has been filed to "toughen penalties for selling semi-automatic weapons." WTF?!?

AUSTIN — Lawmakers filed a flurry of bills this week — from a measure that would allow Texans to openly carry handguns to one that that would toughen penalties for selling semi-automatic weapons — in a bid to get their issues in front of colleagues before Friday's deadline for filing legislation.

The phrase "Toughen penalties" implies there are already penalties for this. The reporter may be getting federal and state law confused.
