I must have missed your point. Worked in the 3rd ward also (only place inside Houston city limits where I saw a active out house less than 100 yards from I-45), pretty much like the 5th. Democrat havens with a solid political machine that keeps their folks in line. If Bloomberg preaches bho's message, they will shower him with affection.
