I thought he'd cave. But the terms of surrender on this one have to make him the cheapest street whore in DC. Congress essentially gives up the spending 'cuts' (reductions in planned increases actually) from the sequester, and gives Zippy the power to unilaterally raise the debt ceiling (unless they can get an over ride by 2/3 of BOTH houses), and they call this a 'win'? It's a capitulation that would make Neville Chamberlain blush.
