The House Speaker’s warrants have always been civil warrants, not criminal. Those warrants are only enforceable within the state and only by the House Sergeant-At-Arms unless the Speaker deputizes LEOs.

The authority for that is found in the House Rules, Rule 2, Section 4. (6).
