That is California's way to make the evil black rifle "safe". An AR there cannot have a pistol grip unless you register your AR with the state as an "assault weapon". This "fin grip" makes it so there is no pistol grip

He was most likely referencing flash hiders as these are evil on any semi-auto rifle in CA. Must have a compensator or risk the gun police coming after you.

I used to carry a freaking laminated copy of this to and from the range just in case I was sweated by an uninformed LEO. Gotta love the PRK...
