Can someone explain how this whole process works?

So I see everyone posting about the open carry bill, the campus carry bill, and everything else, but I don't exactly understand what is going on. Everyone is saying to contact rep Pickett about bringing these bills up for vote. What does this mean? Why does he have to do it? Can someone else do it? What is this vote for? If he brings it up for vote and it passes, what happens next? What has to happen for it to be signed into law? Sorry for all of the questions, but government wasn't my strong point in school...

The bill was stuck in committee, Pickett is the chair of that committee which means he decides what they vote on. Committee has have a chance to vote on it to approve it, once they approve it, it can go before the entire house for a vote. Senate must approve a similar bill then if the governor signs, it becomes law.

Information on the process, federal version so replace president with governor.
