    I am confused, why was the rejected bill needed since reciprocity laws allow me to carry from one state to another, doesn't it? What did the rejected ammendment provide that is not already available? What am I missing?

    It was to force states to recognize a CHL from another state. As of right now it is a deal between Governors and AG's. In other words you could use your CHL to carry in any state that issued CHL's.

    The rejected bill would've made it legal to carry in any state that has ccw laws. Therefore, you would be able to carry in states like OR and CA where you currently cannot due to no reciprocity
