He knows it. That's why it's called an amendment. He has tried it twice before, but it was never brought before the floor. Likely hood of it happening is very slim as will take ratification of 3/4 of the states. 38 states within 7 years. And it would not be retroactive.

But if it does happen, they need to term lobbyists as well, otherwise they’ll wield even greater influence than they do already.

Should've happened long before now. It's the only way term limits have a chance...although I'm sure Congress (particularly the Dems) would try to pretend an amendment passed through that process wasn't valid.

Definitely. How about a simple rule that Congress can't financially benefit in any way, including campaigns or PACs, from any actions relating to their public duties?
