From a legal standpoint, if you are not a Dallas county resident are you supposedly prohibited from being out and about in Dallas county?

I bet, some smells even get past an SCBA. Think June, un air conditioned single wide, welfare check on person who hadn’t been heard from in 1-2 weeks. Funny as all get out we offered a Sheriff’s officer an SCBA and he turned it down. He walked in after we forced the door turned around walked out and puked his guts out. Just walking in and then back out we had to air our gear out for over a day to let the odor dissipate.
You never forget the odor of a dead body. Ever.

    Here and there
I work in an essential function where it's optional to go into the offce, but we never received any letter to give to the police. I just can't imagine them giving people a hard time who say they are going to work, the store, or etc...

In what order will the stupidity continue?

    Austin
    Houston
    El Paso
    San Antonio
    B/CS

    That’s my guess.

Austin's doing it tomorrow. Can't believe we weren't the first.

Also can't believe Waco beat us to it. I think one of the counties in the Valley did it today, and maybe Lubbock?

I don't know what this means for me. I'm going in until told otherwise. I'm not asking, I'm just going.

And why are we just now doing this? If anything wouldn't we have done this first? This thing doesn't seem to be turning into the apocalypse we were led to believe, at least not in Texas. We're already teetering on the edge economically and psychologically and this will only accelerate the day when the public gets fed up and starts going back to work regardless of what anybody says. That day is probably at most 2 weeks off. Probably less.

Every should go read this thread on ARF

    https://www.ar15.com/forums/General/Families-First-Coronavirus-Response-Act/5-2308658/?page=1

It will explain what is about to happen starting this week.

That won't kill all the small businesses like you think. Remember a long time ago when some rich NY guy named Trump had a casino that filed for bankruptcy? Trump was still rich, but the Casino was a separate company so it filed bankruptcy on it's own and let Trump keep his cash.

Joe's Clothing store with 30 employees that is shut down will just file for bankruptcy, not have to pay the employees, and then hire the sign company to remove the s and become Joe Clothing store under a new corporate name and hire the same folks back or get new ones.

I see nothing in that order that prohibits someone who lives outside the county from traveling to the county.

I guess it depends on what you're doing in the county. Is it an essential function that is approved, or are you just passing through? Since there really isn't anywhere to go or anything to do in Dallas county except for essential services or getting from point A to point B, what would be the purpose of travelling there? The purpose of the visit likely defines any response from officials.

Of course I can't really see any police pulling vehicles over to check on anything. They've got enough to worry about and are scared of catching this themselves.

It will kill a lot of small businesses. If you have used up your cash, Ch 11 is no help at all. And many small business owners will burn all their cash trying to keep things going as long as possible. Most small business owners are too leveraged and too short of cash to pull the Ch 11 and reopen under another name trick.

And once they have burned all their resources, there will be no re-opening when this blows over.

Yep. Saw this first hand in Killeen in 1990 with Desert Storm. 75% of Ft Hood left the area. Most spouses up and left as well. A LOT of small businesses closed permanently. Even after they started coming back, there were abandoned buildings for several years.
If this lasts for more than a couple weeks, it ain't going to be pretty.

I agree 100% and even business WITH cash reserves are going to be seriously hurting.

You don't think a government mandate about paying folks they can't afford to pay would convince them to pull the plug and close down?

I have a small business. I plan on keeping things going, but if the government comes up with some new regulation that makes things not work, I do understand basic math. If the math is not going to work, postponing things is a waste of time and resources.

Besides, I see many small businesses use this trick all the time, even when we're not in the current mess we're in. (I provide services to commercial landlords, so I hear and see all sorts of stories)

You are able to think clearly and without emotion, and you are in a financial position to cut your losses and pull the plug.

You are very much in the minority. I have run small businesses and consulted for small businesses in another life. Most small business owners don't throw in the towel so quickly. There are exceptions to just about everything. But the scenario you describe is very rare from my experience.

Most small business owners have no other source of income other than their business. They shut down, they have no paycheck themselves.

Ch. 11 is expensive in terms of legal fees, and Ch. 11 does not mean you walk away from everything intact. Owner probably personally guaranteed debt (often including their house).

And heaven help you if you have to use a bank for working capital needs in the future. Rotsa ruck. Or if you buy materials from vendors on account (that ain't happening after Ch. 11).
