YEP. = 57% of registered voters actually voted in Bexar County on 08NOV16 & that's a record for any recent election.
(I've worked several "minor" elections where only FIVE percent of registered voters actually voted.)
Maybe dead? How does a voter registration get purged when someone dies? Or moves to another county/state? Just how accurate are voter registration numbers to start with?

There are several reasons:<br>
1. Died,<br>
2. Moved out of the county/State,<br>
3. Too old & sick,<br>
4. Became mentally incompetent/senile,<br>
5. Disinterested,<br>
6. Incarcerated or an UNPARDONED felon.<br>
7. Should never have been registered, due to (for example) being underage or a NON-citizen of the USA<br>
or<br>
7. For some other unknown reasons.<br>

Fwiw,, it's VERY expensive to purge the rolls, as it has to be done carefully & essentially one voter at a time by hand. = When I was stationed in a VA county (population: 34,000) in 2011, we decided to purge the voter rolls, got permission/funding from the County Board & started the process.<br>
(We found almost 2800 roll numbers, who were dead, moved or otherwise no .longer qualified as a voter out of about 16,000 who were registered.)<br>

We found that it cost almost 30.50 per roll number checked.<br>
(Consider what that process would cost in Bexar, Dallas, Harris or another BIG county!!!)<br>
