This looks like the fairing from a Japanese 20"gun, displayed at the Navy Yard Museum in D.C..
They made 16"guns there in WW2. My Dad worked there - this was shot at the Bellview range by a 16" US Naval cannon from across the river at the Navy Yard WITH AN AIR CHARGE! It was a test of our AP against Japanese armor plate.
