Those look like the valve actuators from the factory muffler they ruined. They probably left them connected because they didn't know how to get rid of the DTC caused from unplugging them. They also obviously didn't know they could have accomplished the same result by just programing them to be open all the time without hacking up their muffler.

why aren't they open all the time regardless (or just no valves from the factory), is there some situation in which additional backpressure is desirable?
